Trustees serve 3-year terms and the terms are offset so that one of the terms begins each year. Election of Trustees is covered in Article III of the CCR. In the event that any Trustee becomes unable to exercise his/her duties, the remaining Trustees must appoint a successor to fill the unexpired term.
